在太平洋戰爭末期，為了解決日本軍士兵不足的問題，軍部要求金田博士和敷島博士製作可以讓日本軍起死回生的秘密兵器，巨大機械人「鐵人28號」。 但是機械人完成後，戰爭卻結束了。於是「鐵人28號」又被鎖起來。後來金田博士的兒子，金田正太郎得到28號的無線操控器，而展開了故事。。艾力比高中士，是一个天生的赌徒，虽然他的正职是巴达基地的机动车组主管，但其暗地里在兵营从事赌业。长期以来，两种身份毫无冲突，但有一日，已荣升为少校的仇家霍高连突然来基地举行检阅及核点帐目，而一向帐目不清的比高今次如何化解这场挑战，且看他的赌运如何？。It's October 1914 and the war is not going well.
