村里发生了一起强奸案：从牢里跑出来的大牛强奸了王俊明(边缘饰)的妻子李玉玲(白荟饰)。一年前，大牛因虐待其养父，被王俊明告到了法院，因而被判入狱。 王俊明的好友陈胜利(张海饰)得知李玉玲的被强奸，便与村民一道围堵大牛。双方在搏斗中，大牛倒地身亡，村子陷入了不安之中。王俊民在经过了痛苦的思想斗争后把陈胜利等人的行为告之了公安局，一时间，王俊明成了“叛徒”。但事情最终真相大白，是王俊明的行为拯救了大家。。电影根据优秀共产党员、全国人大代表、临潼区马额乡南刘村党支部书记庞玉琴同志的真实的事迹改编拍摄的，影片描述了庞玉琴克服重重困难，为饱受干旱之苦的南刘村修水库的经历，同时展现了他与亲人之间催人泪下的感情故事。。A German woman goes to the town on the Red Sea where her Arab lover has just died.
